Phase 2 (Community & Local Businesses) - Speak Up. Stand Up. Stop Exploitation - 2024

  • What is this campaign about?

    Wakefield Safeguarding Children Partnership (WSCP) is launching Phase II of the Speak Up Stand Up Stop Exploitation Campaign which will include a section of the knowledge hub that is dedicated to helping our local community and businesses within the Wakefield District.

    With information specific to the community our aim is to work alongside our partners, businesses and the public to prevent, identify, disrupt and stop child exploitation. With the help of the Speak Up Stand Up sections everyone will have access to information that will enable them to take responsibility to safeguarding children in and around our area.

  • What does the Community and Local Businesses page include?

    A basic understanding of child exploitation is introduced through video, easy to read sections and signposting to services that the public can report to. We have also included a section of this page which gives specific guidance on what to look out for when working in the following establishments:

    – Banks

    – Delivery Drivers

    – Hotels & Caravan Parks

    – Public Transport

    – Retail

    – Taxis and private vehicles

    – Fast Food Restaurants

    Businesses will also be able to request a pack of posters and leaflets from WSCP to display in their establishment or to quickly download and print for their own use.  These include bespoke resources and information tailored to their workplace environment, as well as generic posters that can be displayed in communal areas such as family hubs, doctors’ surgeries, bus stations and local businesses for example for the public to raise awareness of child exploitation and to enable those concerned to report what they see to either 101 or Crimestoppers.

    The bespoke resources and information should be displayed in staff rooms, toilets, reception areas, cashier desks and workplace environments to gain maximum visibility.

    To raise the profile of the use of the neglect toolkit and the Multi-Agency Neglect: A Shared Responsibility training as this is still a significant factor in Practice reviews.

  • Why is the campaign being ran?
    Show details

    Neglect is the most common reason for a child to be the subject of a child protection plan or on a child protection register in the UK, while it is estimated to affect up to one in ten children.

    It occurs when parents or carers cannot or will not meet a child’s basic needs. This might be because they do not have the necessary skills or support, or because of the impact of other problems such as mental health issues, and dependence on or the misuse of alcohol and drugs.

    The safeguarding is everyone’s business campaign worked to instil a sense of personal accountability and community responsibility – which would drive residents to raise a concern should they have one about a young person’s welfare.

    Highlighting the online risks with the increased use of social media and online gaming, the campaign aims to promote Safeguaridng to the whole community, including parents, carers, and members of the public.

    Following lockdown and a change in society, a stay home directive was put in place – which meant children and young people were not being seen as regularly in the usual environments, or by the usual people.

    Without the usual ‘safety net’ of professionals and opportunities to see and respond to concerns, the Wakefield Safeguarding Children Partnership sought to develop a campaign at pace to highlight the potential additional risks to children and young people staying home and educate on the signs that something might be wrong.

    WSCP has teamed up with Wakefield Council to raise the profile of what safeguarding concerns may look like to help enable the signs to be responded to and reported.

    The campaign is the latest phase of the Safeguarding is Everyone’s Business campaign which highlighted those who work with children and families alongside the wider community have a responsibility to keep children safe from harm.

    The fear of being wrong can be one of the biggest barriers to people reporting child safeguarding concerns. That’s why in the campaign people are encouraged look out for the signs and think ‘ABC’ – appearance, behaviour, communication – and whether there have been any changes, in the children and young people they are aware of, when it comes to spotting the signs.

    Just remember though, the signs can be subtle so you don’t need to be certain, and by raising a concern you could be helping to keep a child safe.

Partnership Intelligence Portal (PIP) - 2021

    The Partnership Intelligence Portal (PIP) provides a platform to share information with West Yorkshire Police (WYP) in a safe, protected, and direct way.

    The type of information shared could cover a variety of areas, such as:

    – Information about a concerning incident

    – Suspicious activity

    – An unusual exchange between two or more people

    – Something that makes a professional uncomfortable

    This information helps build a picture of our district’s communities and any concerns or criminal activity that could be taking place – helping to inform police’s priorities and any action taken.

    By being able to understand local issues, which otherwise may not be known, it better allows the police to help keep communities safe. For example, information from different sources may enable the police to identify hotspots and areas where child exploitation is taking place.

    Unfortunately the PIP is not widely known and utilised by the variety of professionals who can access it and submit information.

    Support is needed to raise awareness of the Partnership Intelligence Portal, its purpose and value, and where appropriate encourage information to be submitted. That’s where the PIPup internal campaign comes in.

    Support the joint PIPup campaign running 7 – 11 June by Wakefield Safeguarding Children Partnership (WSCP) and West Yorkshire Police (WYP) to raise the profile and awareness of the PIP – as well as encourage professionals to pipe up (or PIPup!) in using the portal as part of their practice.

    You can do this by:

    Sharing information on your internal website about the PIP

    Sharing messages through internal newsletters and emails to staff about the PIP

    Providing an opportunity for staff to review the portal and the supporting guidance available

    To help you do this we have provided the following:

    West Yorkshire Police have developed a PowerPoint presentation and video which explains why submitting intelligence through the Partnership Intelligence Portal (PIP) is key in helping the Police keep communities safe.

    It covers the role of the PIP, how information is used, and examples of how intelligence is used to help the police. It also provides detail on how to gain access if you haven’t already.
